Transparent methodology
What makes legislation “trending”?
Trending means attention is accelerating relative to that bill’s own recent baseline. A large lifetime total—news stories, cosponsors, or page views—does not qualify by itself.
Velocity, not popularity
We compare the most recent 24-hour and seven-day windows with the bill’s earlier baseline. Old spikes decay out of the ranking.
Multiple-source verification
Exact bill identity and at least two positive signals are required. Ambiguous names, stale evidence, and provider failures produce no public claim.
Movement stays separate
Committee action, floor scheduling, chamber passage, and cosponsor changes explain what Congress is doing. They never manufacture public attention.
What this ranking is not
It is not an endorsement, an importance score, a forecast that a bill will pass, or a substitute for the official congressional record. The numerical research score remains internal while the model is calibrated.
How often it changes
Evidence is collected throughout the day, and the public evidence feed is cached for up to an hour. If the latest evidence becomes stale, the ranking disappears instead of repeating an old claim.
