Officially: To provide for a limitation on the transfer of defense articles and defense services to Israel.
The U.S. could not send certain listed weapons and related services to Israel under current arms-transfer laws unless Congress passes a new law first. Israel would also have to give written promises about how it will use them. Those promises must include compliance with U.S. law, human rights rules, and the laws of war.
