DHS set aside $20 million for an ad campaign featuring President Trump, and nearly $12 million worth had aired as of Oct. 7. After criticism from lawmakers in both parties, Trump said future versions will be paid for by his political operation. Asked whether taxpayers would be reimbursed for what's already aired, he said, 'We'll decide.' Some lawmakers and legal experts question whether the ads break limits on using federal money for propaganda or political purposes. Congress controls DHS funding and can investigate whether that money was used legally.
